PETS act in the House

Some of the most heartbreaking, and heart warming, images and stories from the Gulf Coast hurricanes involved pets. Many owners were forced to leave their dogs and cats with tragic consequences. The stories of owners who clung to their animals despite rising waters touched every pet owner. Dismayed and appalled by the deaths and despair, thousands of dedicated volunteers rescued abandoned pets.

Efforts are ongoing to reunite owners and animals separated by disaster.

In response to the overwhelming expressions of concern regarding the treatment of animals during the evacuation of towns during Hurricanes Katrina and Rita, H.R 3858, the PETS Act, has been introduced in the U.S. House of Representatives. The bill seeks to ensure that State and local emergency preparation plans address the needs of pet owners, pets and service animals following major disasters.

This Act is cited as the “Pets Evacuation and Transportation Standards Act of 2005” and was introduced in the House “to amend the Robert T. Stafford Disaster Relief and Emergency Assistance Act to ensure that State and local emergency preparedness operational plans address the needs of individuals with household pets and service animals following a major disaster or emergency.”

Representative Tom Lantos of California sponsored the bill which had forty cosponsors. It was referred to the Committee on Transportation and Infrastructure and has now been referred to the Subcommittee on Economic Development, Public Buildings and Emergency Management.
